SERIOUS MISTAKES

This is long but it's all important.

I understand the good reasoning behind the "don't start the blame game" message coming from the White House right now. However it is becoming harder and harder to ignore some sadly laughable and plainly bad decisionmaking that was made in the days before and after Katrina struck.

During his visit to Mobile, Ala., on Friday, President Bush singled out Michael D. Brown, head of the Federal Emergency Management Agency, for praise:

"Brownie, you're doing a heck of a job."

Really? "Brownie's" job is to direct the federal response to natural disasters such as Hurricane Katrina. Let's review his public statements during the past week:

- He admitted that he didn't act more aggressively because as late as last Sunday he expected Katrina to be a "standard hurricane" even though the National Weather Service in New Orleans was already predicting "human suffering incredible by modern standards."

- He proved himself utterly clueless about the disaster unfolding in New Orleans. He claimed that the federal relief effort was "going relatively well" and that the security situation in New Orleans was "pretty darn good."

- He blamed the flood victims in New Orleans for failing to evacuate on time, even though local authorities failed to make municipal vehicles available to residents who could not drive or did not own their own cars.

"It took four days to begin a large-scale evacuation of people stranded in the Superdome stadium and to bring in significant amounts of food and water to an American city easily accessible by motorway," the Observer notes. "Relief agencies took half that time to reach Indonesia after the Boxing Day tsunami. "

Although the delay was not entirely the fault of the Bush Administration, Brown's complacency clearly didn't help. And his bumbling statements after the hurricane struck have not inspired confidence.

This is not the time to give a weak performer the benefit of the doubt. The FEMA director's role in the ongoing recovery effort is too important to be entrusted to a clueless political hack with such poor judgment.

Rather than praise Michael Brown, Bush should fire him.

ATLANTA - Not long after some 1,000 firefighters sat down for eight hours of training, the whispering began: "What are we doing here?"
As New Orleans Mayor Ray Nagin pleaded on national television for firefighters - his own are exhausted after working around the clock for a week - a battalion of highly trained men and women sat idle Sunday in a muggy Sheraton Hotel conference room in Atlanta.
Many of the firefighters, assembled from Utah and throughout the United States by the Federal Emergency Management Agency, thought they were going to be deployed as emergency workers.
Instead, they have learned they are going to be community-relations officers for FEMA, shuffled throughout the Gulf Coast region to disseminate fliers and a phone number: 1-800-621-FEMA.
On Monday, some firefighters stuck in the staging area at the Sheraton peeled off their FEMA-issued shirts and stuffed them in backpacks, saying they refuse to represent the federal agency.
Federal officials are unapologetic.
"I would go back and ask the firefighter to revisit his commitment to FEMA, to firefighting and to the citizens of this country," said FEMA spokeswoman Mary Hudak.
The firefighters - or at least the fire chiefs who assigned them to come to Atlanta - knew what the assignment would be, Hudak said.
"The initial call to action very specifically says we're looking for two-person fire teams to do community relations," she said. "So if there is a breakdown [in communication], it was likely in their own departments."
One fire chief from Texas agreed that the call was clear to work as community-relations officers. But he wonders why the 1,400 firefighters FEMA attracted to Atlanta aren't being put to better use. He also questioned why the U.S. Department of Homeland Security - of which FEMA is a part - has not responded better to the disaster.
The firefighters, several of whom are from Utah, were told to bring backpacks, sleeping bags, first-aid kits and Meals Ready to Eat. They were told to prepare for "austere conditions." Many of them came with awkward fire gear and expected to wade in floodwaters, sift through rubble and save lives.
"They've got people here who are search-and-rescue certified, paramedics, haz-mat certified," said a Texas firefighter. "We're sitting in here having a ual-harassment class while there are still [victims] in Louisiana who haven't been contacted yet."
The firefighter, who has encouraged his superiors back home not to send any more volunteers for now, declined to give his name because FEMA has warned them not to talk to reporters.
On Monday, two firefighters from South Jordan and two from Layton headed for San Antonio to help hurricane evacuees there. Four firefighters from Roy awaited their marching orders, crossing their fingers that they would get to do rescue and recovery work, rather than paperwork.
"A lot of people are bickering because there are rumors they'll just be handing out fliers," said Roy firefighter Logan Layne, adding that his squad hopes to be in the thick of the action. "But we'll do anything. We'll do whatever they need us to do."
While FEMA's community-relations job may be an important one - displaced hurricane victims need basic services and a variety of resources - it may be a job best suited for someone else, say firefighters assembled at the Sheraton.
"It's a misallocation of resources. Completely," said the Texas firefighter.
"It's just an under-utilization of very talented people," said South Salt Lake Fire Chief Steve Foote, who sent a team of firefighters to Atlanta. "I was hoping once they saw the level of people . . . they would shift gears a little bit."
Foote said his crews would be better used doing the jobs they are trained to do.
But Louis H. Botta, a coordinating officer for FEMA, said sending out firefighters on community relations makes sense. They already have had background checks and meet the qualifications to be sworn as a federal employee. They have medical training that will prove invaluable as they come across hurricane victims in the field.
A firefighter from California said he feels ill prepared to even carry out the job FEMA has assigned him. In the field, Hurricane Katrina victims will approach him with questions about everything from insurance claims to financial assistance.
"My only answer to them is, '1-800-621-FEMA,' " he said. "I'm not used to not being in the know."
Roy Fire Chief Jon Ritchie said his crews would be a "little frustrated" if they were assigned to hand out phone numbers at an evacuee center in Texas rather than find and treat victims of the disaster.
Also of concern to some of the firefighters is the cost borne by their municipalities in the wake of their absence. Cities are picking up the tab to fill the firefighters' vacancies while they work 30 days for the federal government.
"There are all of these guys with all of this training and we're sending them out to hand out a phone number," an Oregon firefighter said. "They [the hurricane victims] are screaming for help and this day [of FEMA training] was a waste."
Firefighters say they want to brave the heat, the debris-littered roads, the poisonous cottonmouth snakes and fire ants and travel into pockets of Louisiana where many people have yet to receive emergency aid.
But as specific orders began arriving to the firefighters in Atlanta, a team of 50 Monday morning quickly was ushered onto a flight headed for Louisiana. The crew's first assignment: to stand beside President Bush as he tours devastated areas.

From the City of New Orleans Comprehensive Emergency Management Plan...

The safe evacuation of threatened populations when endangered by a major catastrophic event is one of the principle reasons for developing a Comprehensive Emergency Management Plan. The thorough identification of at-risk populations, transportation and sheltering resources, evacuation routes and potential bottlenecks and choke points, and the establishment of the management team that will coordinate not only the evacuation but which will monitor and direct the sheltering and return of affected populations, are the primary tasks of evacuation planning. Due to the geography of New Orleans and the varying scales of potential disasters and their resulting emergency evacuations, different plans are in place for small-scale evacuations and for citywide relocations of whole populations.

Authority to issue evacuations of elements of the population is vested in the Mayor. By Executive Order, the chief elected official, the Mayor of the City of New Orleans, has the authority to order the evacuation of residents threatened by an approaching hurricane.

Evacuation procedures for special needs persons with either physical or mental handicaps, including registration of disabled persons, is covered in the SOP for Evacuation of Special Needs Persons.

Major population relocations resulting from an approaching hurricane or similar anticipated disaster, caused the City of New Orleans Office of Emergency Preparedness to develop a specific Hurricane Emergency Evacuation Standard Operating Procedures, which are appended to the Comprehensive Emergency Management Plan.

The SOP is developed to provide for an orderly and coordinated evacuation intended to minimize the hazardous effects of flooding, wind, and rain on the residents and visitors in New Orleans. The SOP provides for the evacuation of the public from danger areas and the designations of shelters for evacuees.

The City of New Orleans will utilize all available resources to quickly and safely evacuate threatened areas. Those evacuated will be directed to temporary sheltering and feeding facilities as needed. When specific routes of progress are required, evacuees will be directed to those routes. Special arrangements will be made to evacuate persons unable to transport themselves or who require specific life saving assistance. Additional personnel will be recruited to assist in evacuation procedures as needed.

Slow developing weather conditions (primarily hurricane) will create increased readiness culminating in an evacuation order 24 hours (12 daylight hours) prior to predicted landfall. Disabled vehicles and debris will be removed from highways so as not to impede evacuation. In local evacuations involving more than fifty (50) families (i.e. 50 single dwelling units), staging areas may be established at the closest available public area outside the threatened area. Upon arrival at the staging area, evacuees will be directed to the appropriate shelter facility. Evacuees will be encouraged to stay with friends or relatives in non-threatened areas whenever possible. Security measures will be employed to protect the evacuated area(s) in accordance with established procedures and situations.

The use of travel-trailers, campers, motorcycles, bicycles, etc., during the evacuation will be allowed so long as the situation permits it. Public information broadcasts will include any prohibitions on their use. Transportation will be provided to those persons requiring public transportation from the area. (See Special Needs Transportation, ESF-1). An orderly return to the evacuated areas will be provided after the Mayor determines the threat to be terminated. Transportation back to the evacuated area after threat termination will be provided as available.

From Mayor Nagin's Emergency Guide for Citizens...

The Orleans Parish Evacuation Plan has three phases:
1. PRECAUTIONARY
This phase will concentrate on people who are most vulnerable to a hurricane and the effects of both water and wind. It is directed at offshore workers, persons on coastal islands or in wetlands, persons aboard boats, and those living in mobile homes and recreational vehicles. No special traffic control or transportation measures will be implemented.

During the Precautionary Phase of Evacuation:
1. A State of Emergency may be declared.
2. The City of New Orleans Emergency Operating Center (EOC) will be activated.
3. Special facilities, including nursing homes, begin preparation for possible evacuation.
4. Staging areas and/or shelters will be announced.
5. Citizens implement their personal evacuation plan at their discretion.

2. RECOMMENDED
This phase is enacted when a storm has a high probability of causing a significant threat to people living in the areas at risk. Government authorities will recommend that persons at risk evacuate. Staging areas will be designated for persons needing transportation.

YOU ARE AT RISK:
1. If you live outside of levee protection.
2. If you live in a mobile home or recreational vehicle.
3. If you live in a low-lying inland area or on the coast.

During the Recommended Phase of Evacuation:
1. The City of New Orleans Emergency Operating Center (EOC) is staffed for 24-hour operation.
2. Local transportation will be mobilized to assist persons who lack transportation.
3. Bus routes and locations of staging areas for those needing transportation to shelters in or out of the Parish, will be announced via radio and television.

4. Relatives and neighbors should help family and friends who need transportation and other assistance.

Never take any hurricane lightly; everyone is especially at risk if a hurricane is category 3 (slow moving storm) or 4 and 5 (slow or fast moving storm).

3. MANDATORY
This is the final, most serious phase of evacuation. Authorities will put maximum emphasis on encouraging evacuation and limiting entry into the risk area. The State Office of Emergency Preparedness, State Police, State Department of Transportation and The Louisiana National Guard will assume coordination and responsibility for traffic control on all major evacuation routes. Because of deteriorating weather conditions, at some point, evacuation routes will be closed and the remaining people at risk will be directed to a last resort refuge.

REFUGES (SHELTERS)

It should be noted that should the need arise, hurricane refuges will be opened in certain areas of the city. Only minimal services will be provided at the locations. Bring your own food, water and bedding. Eat a full meal before arriving.

Because of the eratic nature of a storm, refuge locations will not be pre-published. Tune in to local radio and television for announcements of which locations will be opened.

Reception areas (shelters) will remain the same as in the past. Evacuation centers (shelters) will be open according to the direction and seriousness of the emergency.

Hurricane Katrina: Why is the Red Cross not in New Orleans?

* Acess to New Orleans is controlled by the National Guard and local authorities and while we are in constant contact with them, we simply cannot enter New Orleans against their orders.

* The state Homeland Security Department had requested--and continues to request--that the American Red Cross not come back into New Orleans following the hurricane. Our presence would keep people from evacuating and encourage others to come into the city.

* The Red Cross has been meeting the needs of thousands of New Orleans residents in some 90 shelters throughout the state of Louisiana and elsewhere since before landfall. All told, the Red Cross is today operating 149 shelters for almost 93,000 residents.

On the Fox News Channel just a little while ago, Major Garrett, one of Fox's star reporters, and author of The Enduring Revolution, broke a very disturbing story for those on the left that want to play the blame game regarding the reaction to the Katrina. Here's his interview with Hugh Hewitt moments ago:

HH: Joined now by Major Garrett, correspondent for the Fox News Channel, as well as author of The Enduring Revolution, a best seller earlier this year. We talked about that. Major Garrett, welcome back to the Hugh Hewitt Show.

MG: Hugh, always a pleasure. Thanks for having me.

HH: You just broke a pretty big story. I was watching up on the corner television in my studio, and it's headlined that the Red Cross was blocked from delivering supplies to the Superdome, Major Garrett. Tell us what you found out.

MG: Well, the Red Cross, Hugh, had pre-positioned a literal vanguard of trucks with water, food, blankets and hygiene items. They're not really big into medical response items, but those are the three biggies that we saw people at the New Orleans Superdome, and the convention center, needing most accutely. And all of us in America, I think, reasonably asked ourselves, geez. You know, I watch hurricanes all the time. And I see correspondents standing among rubble and refugees and evacuaees. But I always either see that Red Cross or Salvation Army truck nearby. Why don't I see that?

HH: And the answer is?

MG: The answer is the Louisiana Department of Homeland Security, that is the state agency responsible for that state's homeland security, told the Red Cross explicitly, you cannot come.

HH: Now Major Garrett, on what day did they block the delivery? Do you know specifically?

MG: I am told by the Red Cross, immediately after the storm passed.

HH: Okay, so that would be on Monday afternoon.

MG: That would have been Monday or Tuesday. The exact time, the hour, I don't have. But clearly, they had an evacuee situation at the Superdome, and of course, people gravitated to the convention center on an ad hoc basis. They sort of invented that as another place to go, because they couldn't stand the conditions at the Superdome.

HH: Any doubt in the Red Cross' mind that they were ready to go, but they were blocked?

MG: No. Absolutely none. They are absolutely unequivocal on that point.

HH: And are they eager to get this story out there, because they are chagrined by the coverage that's been emanating from New Orleans?

MG: I think they are. I mean, and look. Every agency that is in the private sector, Salvation Army, Red Cross, Feed The Children, all the ones we typically see are aggrieved by all the crap that's being thrown around about the response to this hurricane, because they work hand and glove with the Federal Emergency Management Agency. When FEMA is tarred and feathered, the Red Cross and the Salvation Army are tarred and feathered, because they work on a cooperative basis. They feel they are being sullied by this reaction.

HH: Of course they are. Now Major Garrett, what about the Louisiana governor's office of Homeland Security. Have they responded to this charge by the Red Cross, which is a blockbuster charge?

MG: I have not been able to reach them yet. But, what they have said consistently is, and what they told the Red Cross, we don't want you to come in there, because we have evacuees that we want to get out. And if you come in, they're more likely to stay. So I want your listeners to follow me here. At the very moment that Ray Nagin, the Mayor of New Orleans was screaming where's the food, where's the water, it was over the overpass, and state officials were saying you can't come in.

HH: How long would it have taken to deliver those supplies, Major Garrett, into the Superdome and possibly the convention center?

MG: That is a more difficult question to answer than you might think. There were areas, obviously, as you approached the Superdome, that were difficult to get to, because of the flood waters. And as the Red Cross explained it to me, look. We don't have amphibious vehicles. We have trucks and ambulance type vehicles. In some cases, after the flood waters rose as high as they did, we would have needed, at minimal, the Louisiana National Guard to bring us in, or maybe something bigger and badder, from the Marines or Army-type vehicle. They're not sure about that. But remember, Hugh, we were transfixed, I know I was. I'm sure you were and your listeners were, by my colleague, Shep Smith, and others on that overpass.

HH: Right.

MG: ...saying, wait a minute. We drove here. It didn't take us anything to drive here.

HH: Right.

MG: Why can't people just come here?

Major Garrett updates us on the Red Cross AND the Salvation Army being blocked from helping by Louisiana state officials

HH: Making an encore appearance, and we're very grateful for it, Major Garrett of Fox News Channel. Major, you certainly made waves yesterday. Perhaps the most reported story in America was yours. You followed up on it tonight. What has your investigation into the Red Cross relationship with the Louisiana Department of Homeland Security revealed today?

MG: A couple of things. First of all, it established on tonight's Special Report, that it wasn't just the Red Cross. It was the Salvation Army. Both agencies, both organizations were ready, prepared, pre-positioned, eager, but were thwarted in their efforts to bring supplies, basic supplies...not everything these people needed, but core supplies to the Superdome, and then eventually, the convention center. Why? Because the New Orleans Department of Homeland Security said look. Our plan is to evacuate these people. Marty Evans, the President and the CEO of the American Red Cross, said on camera...you don't have to believe me. Believe her. You can read her own eyes, saying look. We were told if we came in, we would create an atmosphere that would lead people to stay, and give them the feeling that they should stay. And the state did not want that.

HH: Now you said the New Orleans Department of Homeland Security. Did you mean the Louisiana Department...

MG: I'm sorry. Yes. Louisiana. Right. Because it is a state agency that is answerable to the governor, although the governor did not explicitly make this statement, I'm told so far.

HH: Who made this decision?

MG: I've also asked the Red Cross to create for me, and they've promised to do so, a timeline and a paper trail.

HH: Oh, very good.

MG: Now, they are a bit...they're very eager to put together the timeline. They're a little bit more reluctant about the paper trail, because as they've told me, look. We expect all this stuff to be subpoenaed by Congress very soon. I said well, that's probably true, but that doesn't mean I shouldn't be able to get it.

HH: Exactly.

MG: They said yeah, but look. The issue here, Hugh, is the Red Cross knows it's going to have to deal with Louisiana the next time around. And the next time around. And they're always trying to avoid the appearance of sticking it to somebody, if the political leader in charge feels as if the Red Cross is sticking it to them. So they feel that they're in a bit of a tenuous place.

HH: On the other hand, Major Garrett, they're a quasi-public agency, depending upon the good will of the public for their donations.

MG: Right.

HH: I think the public wants to know.

MG: And I said look. You guys had no problem posting this on your own website. So I just think it's a matter...I said you know, if you want to give it to me, and then put it on your website, that's fine. But just make sure I'm in the loop, because I want to know who said what to whom. And if that's written down anywhere, the public should see it.

HH: And what did the Salvation Army tell you?

MG: The Salvation Army basically said look. We...first of all, both agencies also want to let people know that they've served the needs of thousands of people who got out, and who got out just a little bit to high ground, north of New Orleans. But they couldn't get in to meet those needs. They asked to get in. They were prepared with their...the Salvation Army has these ever-familiar portable kitchen canteens, is what they call them. They can actually make food, produce food on spot, and distribute it there. People line up. We've seen that at hurricanes and other natural disasters. They were ready. Not allowed in. At first, it was this idea that we don't want to create a magnet at the evacuation site. Secondarily, it became an issue of well, there's lots of water, and we can't assure your safety, so on and so forth. Here's another key point, Hugh. I was very specific with the American Red Cross, president and CEO Marty Evans, and said wait. Tell me clearly. Were you prepared to go in before the levees broke? Before water became an issue of any kind? She said absolutely. Were you denied access before the levees broke? She said we were denied access from minute one.

HH: And did they attempt to renew their request to get in after the levees broke, Major Garrett?

MG: Yes. I am told that the timeline indicates a frequent reasking of this question.

HH: And a frequent denial by Louisiana state Department of Homeland Security?

MG: Right. Because as we discussed last night, their system was this is the shelter of last resort. It is an evacuation site, not a services site. And today, in Louisiana, the Louisiana National Guard said look. Here we were. We had four hundred Louisiana National Guard soldiers at the Superdome. Let's do the math here, Hugh. Four hundred National Guard soldiers coping with thirty thousand evacuees.
